Gujarat Portal to provide land title details online

Gandhinagar: The fast-paced industrialisation and urbanisation has prompted Gujarat government to decide on providing online records of land rights to anyone wanting to buy land for non-farm or any other use. “The current procedure of finding out the status of a plot someone wants to buy for farm or non-farm purpose takes two years. But, by March 2011 one would be able to know every detail regarding the land title just by clicking the proposed Gujarat Portal,” a senior official said.

An internal note of the state IT department says details to be provided are survey number, hissa number, total land under the title, the owner’s name, the way land is acquired by the owner, government or public rights on land, liabilities of the owner, soil classification, number of trees, source of irrigation and area irrigated, utilisation of land under various categories and crops grown. Software called Garvi is being prepared by the National Informatics Centre for online land rights details.
Prepared by top international consultants Pricewaterhouse Coopers as part of the plan for setting up Gujarat Portal, the note argues that online land titles would be “required for knowing the genuineness of seller (owner) when the land is being purchased”. Genuine land titles are also necessary at the sub-registrar’s office “when the sale transaction is being done”, as also for “raising credit or loan from bank”, for “court needs in case of civil litigation”, and for “personal purpose”.
As part of the preparations for providing online record of land rights, the state government already successfully experimented in providing computerised land titles on an experimental basis in Mansa taluka, about 20 km north of Gandhinagar. “In Mansa, 42 computerised sales deeds were provided. Khambhat followed suit on Friday, while the experiment will begin in Chanasma on Saturday,” a senior bureaucrat said. Other talukas to be included this month are Dahegam, Savli and Dang.
“We plan to cover all 225 talukas by March 2011 in order to go online,” the bureaucrat said, adding, “E-gram facilities available in 13,000 village panchayats will play a crucial role in providing online record of land titles. About 500 villages, where there are no village panchayats, are also being planned to be covered under the e-gram project. The seller’s exact details will require identification by village panchayat chief or talati-mantri, the lowest ranking revenue official.”
